Read more about diversity andApplications are welcome from first- Antigua and Barbuda; Barbados; Botswana; Cabo Verde; Comoros; Congo_- (the); Cook Islands; Dominica; Fiji; Grenada; Guinea-Bissau; Holy See;_- Iceland; Kiribati; Lao People's Democratic Republic (the); Madagascar;_- Marshall Islands; Micronesia (Federated States of); Namibia; Nauru;_- Palau; Saint Kitts and Nevis; Solomon Islands; Suriname; The Bahamas;_- Tonga; Tuvalu; Uzbekistan; Vanuatu_**_ Context:_**Under the overall supervision of the Chief of Mission and direct supervision of the ProgrammeSupport Officer, the Programme Development Officer will be responsible for providing technicalsupport for the development, planning, and reporting of IOM Costa Rica programs, projects, andinitiatives, including to help mobilize adequate funding for a variety of projects.The Programme Development Officer will also contribute to refining and developing key tools tosupport the monitoring and implementation of the overall country office strategy in closecoordination with the IOM Chief of Mission, Programme Support Officer and Monitoring andEvaluation Coordinator.**_Core Functions / Responsibilities:_**1. Research opportunities for project development and synergies with partners within thecountry and make recommendations accordingly.2. Provide inputs to support the development of thematic papers on key areas to be shared withpartners.3. Contribute technical inputs to support the development of a funding proposal related to theCountry Office Strategy.4. Assist with the development of the Annual report based on the Strategy based on collectedand compiling information, in close coordination with the Monitoring and Evaluation Coordinator.5. Provide technical, administrative and/or process related support for institutional reporting, inclose coordination with the M&E Coordinator.6. Contribute to the development of project proposals and budgets in line with IOM Costa Ricacountry strategy, IOM project handbook and donor requirements. Liaise with program staff tofacilitate the incorporation of trends, lessons learned, etc.7. Maintain collaborative relationships with relevant stakeholders, including UN Agencies andinternational NGOs, donors, and other key stakeholders to facilitate the smooth developmentand activation of new projects related to IOM Costa Rica Programs.8. Support the inclusion of concept notes, proposals, and budgets into the PRIMA system andfacilitate relevant training for PMs and IOM staff on PRIMA, in close coordination with M&ECoordinator.9. Track and follow up on the endorsement of all concept notes and proposals in accordancewith IOM project handbook and donor requirements.10. Review and coordinate the submission of situation reports, interim and final reportsaccording to IOM reporting guidance and requirements to donors.11. Support the coordination mechanisms related to the Global Compact for Migration and theUN Migration Network.12. Collect overall program funding and donor-relevant information for IOM Costa Rica Chief ofMission and Program Coordinator. Propose recommendations to strengthen programdevelopment and resource mobilization.13. Perform such other duties as may be assigned.**_ Required Qualifications and Experience:_****Education**- Master's degree in International Law, Human Rights, International Relations, Management,Development Studies, Planning, Business Administration, or a related field from an accreditedacademic institution with two years of relevant professional experience; or- University degree in the above fields with four years of relevant professional experience.**Experience**- Experience in project development, monitoring, reporting and/or interagency coordination.- Specific work experience with various donors and funding sources.- Previous experience in migration and/or the United Nations System is desirable.- Experience in developing budgets and workplans.- Experience working with staff from diverse environments and backgrounds.- Experience in editing, Excel, Power Point, or other software to generate sophisticatedreporting.- Experience in Costa Rica and Central America and the Caribbean
