**BlueForce, Inc.** is seeking for **Human Resources Specialists **to provide services in support of upcoming task orders located in Central America and other Western Hemisphere countries such as **San Jose, Costa Rica.**
**General Duties and Responsibilities**:
The duties and responsibilities of this position include, but are not limited to the following:
- Creating, implementing, and evaluating all human resource department policies, procedures, and structures for all personnel.
- Managing onboarding and offboarding processes for all personnel involved in the program.
- Serving as liaison with other departments; Manage leave benefits and maintain accurate and complete personnel records including hires, promotions, transfers, performance reviews, terminations, and employee statistics, ensuring that confidentiality and legal mandates are fol-lowed.
- Managing, approving, and tracking timesheets, payroll, and taxation processes. These services might be subcontracted, in such case, the HR Specialist will have to approve, coordinate, monitor, and control such processes with the corresponding vendors and stakeholders.
- Responsible for coordinating, tracking, monitoring, and archival of VISA and Work Permit needs to include:
- Obtaining VISAs and Work Permits for U.S. Citizens, Local Nationals (LNs), and Third Country Nationals (TCNs), if applicable.
- Ensure timely renewal of employee VISAs and Work Permits
- Obtaining VISA and Work Permits for both local and international travel, if applicable.
- Managing health and life insurance programs, if applicable
- Designing and implementing effective employee training and development plans.
- Performing employee performance reviews as needed.
- Ensuring all employee records are maintained and updated with new hire information or changes in employment status.
- Identifying the company's hiring needs and managing the recruitment process to ensure it runs smoothly.
- Tracking department budgets.
- Responding to employees' queries and resolving issues in a timely and professional manner.
- Local and international travel may be required for this position.
**Minimum Qualifications**:
- Bachelor's degree from an accredited university in Employee Relations, Human Resource Management, Organizational Development, or related field.
- FSI level 4/4 Spanish, English level 3/3.
- At least three (3) years of experience in a in a human resources role.
- Must be able to pass the US Embassy security background review.
- Strong knowledge of local labor legislation and payroll processes.
- Good understanding of the full recruitment process and the onboarding and offboarding process of staff.
- Familiarity for coordinating, tracking, monitoring, and archival of VISA and Work Permits as needed.
- Certified Spanish-English translator is desired.
