The CARSI contract, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the US Government to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts.
This initiative will focus on a series of Policing, Specialty, IT and Administrative roles.
We are searching for an Administrative Assistant to join our team at the office of International Narcotics and Law Enforcement (INL) - US Embassy.
The Administrative Assistant position will support the INL Police and Corrections program at the U.S. Embassy in Costa Rica in support of the host nation under the Central America Regional Security Initiative (CARSI).
The Administrative Assistant must maintain awareness of key issues pertaining to Costa Rica's efforts to strengthen police capacity, training, and corrections systems.
The Administrative Assistant must be able to maintain regular contacts with working-level counterparts in the Costa Rican government, as needed, for administrative project support.
Requirements and responsibilities for this role are as follows:
**Minimum Qualifications**
- Costa Rican national or resident with a work permit.
- Valid Costa Rican driver license B1.
- High School Diploma plus at least two years of university-level courses/credits earned.
- English FSI level 3/3.
- Spanish FSI level 3/3.
- At least five (5) years of demonstrated progressive experience in administration and management (program management, procurement, accounting, or similar).
- Demonstrated analytical skills.
- Knowledge of business and management principles involved in strategic planning.
- Ability to perform unofficial translations of written documents into Spanish and English and to draft documents clearly and succinctly in English.
- Demonstrated proficiency using Microsoft Office Suite, including Word and Excel.
- Demonstrated experience in document control and on-line document record keeping.
- Superior communication and interpersonal skills, with the ability to communicate information and ideas orally and in writing.
- Demonstrated ability to work independently on projects and issues within overall policy guidelines.
- Demonstrated communication and liaison skills to work with a wide variety of governmental, public, and private sector representatives and local community members and groups.
**Duties and Responsibilities**
- Providing administrative support to the INL Police and Corrections program advisor, performing a variety of responsibilities, including complex paraprofessional and clerical assignments except those functions that are considered Inherently Governmental Functions (IGF) which is not performed by anyone other than a Government official.
- Providing information to Program Managers, Advisors, and Specialists to ensure program-essential equipment, services, supplies, and training requirements are obtained in a timely manner.
- Working closely with the INL Police and Corrections Program to support acquisition planning by: (1) Conducting market research, (2) developing inputs for government cost estimates, and (3) drafting statements of work and other pre-award documents.
Support source selection by: (1) Preparing a technical evaluation and associated documentation; (2) participating as a technical advisor to a source selection board or as a nonvoting member of a source evaluation board.
- Working closely with the INL Police and Corrections Program to support on maintaining electronic files up to date for each project as required by the Federal Acquisitions Regulations (FAR).
